In a major policy shift, Russia launched a new Skilled Visa programme on April 15, 2026, designed to attract international professionals in science, industry, business, education, culture, and sports. Signed by President Vladimir Putin, this initiative marks one of the most significant changes to Russia's immigration system in recent years.

With Russia's manufacturing sector alone facing a shortage of over 800,000 workers, the programme aims to fill critical labour gaps while offering foreign professionals a streamlined path to long-term residency and even citizenship.

Key Highlights

  • Apply for a three-year Temporary Residency or direct Permanent Residency
  • No mandatory Russian language test required
  • No immigration quota limits
  • Fast-track processing within 30 days
  • Work immediately without a separate work permit
  • Family members can also work without additional permits

How the Application Process Works

Stage 1: Apply Online

Submit your application digitally to a designated Russian agency from your home country. No in-person visit is required at this stage. Once approved, your clearance remains valid for one full year.

Stage 2: Enter Russia and Apply for Residency

After Stage 1 approval, you receive a one-year business visa to enter Russia. You can then apply for either a three-year Temporary Residency or direct Permanent Residency. Crucially, you can start working immediately while your application is being processed — and Russian authorities must issue a decision within 30 days.

Who Can Apply?

The Skilled Visa programme is open to professionals working in:

  • Science and research
  • Industry and manufacturing
  • Business and economic roles
  • Education and academia
  • Cultural professions
  • Sports and athletics

This broad eligibility ensures that professionals from diverse backgrounds can qualify. The removal of the language test and quota restrictions makes this one of the most accessible pathways to Russian residency ever created.

Why This Matters

This programme is not just a visa — it is a strategic response to Russia's demographic and labour challenges. For foreign professionals, it represents a genuine opportunity to build a long-term career and life in Russia without the bureaucratic hurdles that previously made the process daunting.
