Obtaining Russian citizenship is the ultimate goal for most foreign nationals living in Russia. It grants you full rights equal to those of any Russian citizen — the right to vote, hold public office, and enjoy the protection of the Russian state wherever you are in the world.

In 2026, Russian legislation provides two main pathways: the general procedure and the simplified procedure. The choice between them depends on your personal circumstances, background, and eligibility.


2026: A New Era for Russian Citizenship

Several important changes came into effect in 2026. Most notably, foreign nationals applying for Russian citizenship are no longer required to renounce their existing citizenship. Dual citizenship is now officially permitted in Russia, making the process significantly more accessible.

Additionally, a March 2026 law gives the President authority to determine new categories of foreign citizens eligible for simplified citizenship, further expanding access.


The General Procedure

The general procedure is a three-stage path that takes six years or more:

Stage 1: Temporary Residence Permit (RVP)

Obtain an RVP within the government quota or without quota (2–4 months processing). You must hold the RVP for at least 8 months before moving to the next stage.

Stage 2: Permanent Residence Permit (PRP)

After holding the RVP for 8 months, apply for a PRP (4 months processing). The PRP is now issued perpetually, but must be supported by annual income notifications.

Stage 3: Citizenship Application

After holding a PRP for five years, you may apply for citizenship. The decision is made by the President of Russia and takes up to one year. Importantly, under the general procedure, approval is not guaranteed — even applicants who meet all formal requirements may be refused.


The Simplified Procedure

The simplified procedure allows certain categories of foreign citizens to obtain Russian citizenship much faster — typically within 4 to 6 months — and often without the need for an RVP or PRP stage.

Eligible categories include:

  • Native Russian speakers (NRS)
  • Foreign citizens married to a Russian citizen for at least 3 years
  • Children of Russian citizens
  • Applicants with parents who are Russian citizens
  • Participants in the Compatriot Resettlement Program
  • Citizens of Ukraine (special provisions, including for Donetsk and Lugansk regions)
  • Stateless persons and non-citizens of Latvia and Estonia
  • Repatriants (close relatives of Russian citizens on the ascending line)

Under the simplified procedure, the requirements for continuous residence under RVP and PRP are waived, as are the language test and financial support proof for certain categories.
